CITE computes a Confidence InTerval Estimate from a substitution and a mutation rate.

Let K be the number of substitutions/site between one pair of sequences and let u be the corresponding mutation rate. We wish to know the divergence time, T, between the pair of target taxa: T=K/(2u). In case the mutation rate is unknown, it might be possible to infer it from k, the number of substitutions/site between a pair of reference sequences, and t the divergence time between these sequences. In this case u=k/(2t). This webpage caters for both possibilities. More details can be found here.
